Kabuswe to revolutionize mining with new local content regulations

The government has announced the development of draft local content regulations aimed at transforming the mining sector by empowering the nation throughout the mining value chain.

The Minister of Mines and Mineral Development, Paul Kabuswe said the forward-thinking move is designed to ensure that Zambian contractors and suppliers have greater access to contracts, driving job creation, local business growth, and long-term economic benefits.

The proposed regulations will require mining companies to prioritize Zambian businesses, creating a more inclusive and equitable mining industry.

Kabuswe emphasized that the drafting of these regulations marks a significant step towards achieving Zambia’s development goals, reinforcing the government’s commitment to ensuring that the nation’s vast mineral wealth benefits local communities.

“Stakeholder consultations on the draft legal framework are currently underway,” said Kabuswe.

“Once we have reached a consensus with all key stakeholders, we are committed to finalizing and promulgating the regulations.”

The government is determined to complete this process before the end of 2025, ensuring that Zambia’s mining sector becomes more inclusive, transparent, and conducive to local participation and prosperity.
