The suspension on the Zulti South project has been lifted, with Rio Tinto approving an R8.5 billion (US$473 million) investment to extend the mine’s operational life to 2050 and secure continued supply of key titanium minerals.
The project, operated under Richards Bay Minerals (RBM), will replace declining ore from the Zulti North lease, safeguarding production of zircon, rutile and ilmenite, which underpin RBM’s TiO₂ sales. China Harbour Engineering Company (CHEC) has been appointed EPC contractor, drawing on its prior success with Rio Tinto at the Simandou project. CHEC will lead construction with a focus on HSEC compliance, localisation, community engagement and supplier development.
The Managing Director of Rio Tinto Iron & Titanium Africa & RBM, Werner Duvenhage, said, “Lifting the suspension on Zulti South means securing RBM’s future. This project is not about expansion but it reflects our commitment to sustaining jobs and contributing to the province, country, and host communities. Improved security conditions and strengthened community partnerships were vital in reaching this point.”
He added that CHEC’s proven track record at Simandou, coupled with its established presence in Africa, including South Africa, gives confidence in their ability to deliver Zulti South safely, efficiently and in line with the company’s community and local content commitments.
Construction is set to start in Q1 2026, with an estimated 30-month build period. Initial commercial production is expected by Q4 2028, focusing on zircon and ilmenite, with subsequent phases aligned to RBM’s long-term development strategy. This decision signals renewed confidence in South Africa’s mineral sector, reinforcing RBM’s role as a cornerstone of titanium supply while delivering socio-economic benefits across host communities.
