Zambia Tightens Grip on Mining Rights Approvals

The Minerals Regulation Commission (MRC) Mining and Non-Mining Rights Licensing Committee has begun sittings to review applications for various mining and non-mining rights submitted to the Commission. Established under the Minerals Regulation Commission Act No. 14 of 2024, the Committee represents an important institutional mechanism for ensuring that the administration of mineral rights in Zambia is transparent, efficient, professional and accountable.

The Committee’s work is central to the Commission’s mandate of regulating the mining sector in accordance with the law, while safeguarding the country’s mineral resources for the benefit of all Zambians. As Zambia continues to position mining as a key driver of economic transformation, the licensing process remains one of the most important entry points for responsible investment and sustainable mineral development. It is designed to promote fairness, consistency and integrity in the allocation of mineral rights, while giving investors and other stakeholders confidence that Zambia’s mineral resources are administered through a credible, rules-based regulatory framework.

“As a Commission, we remain committed to facilitating legitimate investment while ensuring that mineral resource development contributes meaningfully to national development, environmental protection, employment creation and local economic empowerment. Responsible mining begins with responsible licensing,” stated the Commission. On behalf of the Board of Minerals Regulation Commission, the Commission wished to assure all stakeholders that the Licensing Committee will continue to discharge its responsibilities with the highest standards of professionalism, impartiality and accountability, guided solely by the provisions of the law and the principles of good corporate governance. The Commission said it appreciated the continued cooperation of all stakeholders as it works to unlock the full potential of Zambia’s mining sector for inclusive and sustainable national development.
